Statement
PICA will effectively, ethically and efficiently administer immigration, citizenship and passport services by well-motivated, customer-focused and knowledgeable public officials guided by globally accepted standards.
Vision
PICA will be a self-financing,
performance based institution that holds
responsibility for the administration of
Jamaica's immigration, citizenship and passport laws, regulations and policies.
We will be a service oriented organization efficiently delivering outputs that meet the expectations of Jamaicans, foreign nationals and interfacing agencies, treating all stakeholders in a fair and ethical way by sharing information and applying the relevant laws and policies, thus contributing to the overall development and security of the nation.
Our staff will be viewed as well-motivated and knowledgeable public officials, who carry out their work in a highly professional manner having appropriate tools and technology at their disposal in a working environment that is hospitable and conveniently located for staff and customers.
Background
PICA
is an agency of the Ministry of
National Security (MNS).
It was established in its present form
in 2001 through the merger of the:

Passport Office and the Immigration
Service which were part of
the Jamaica Constabulary Force (JCF);

Citizenship Section of the Ministry of
National Security
-
Immigration & Passport Policy Unit in
the Ministry;
The merger
was a timely strategy given the
heightened international focus in
relation to border security.
