Countersigning Passport Applications and Photos

Who can certify an application 

The person certifying the application must be a citizen of Jamaica, who is not a family member of the applicant and has been personally acquainted with the applicant for a period of not less than 12 months. See list below:

  • Member of Parliament
  • Justice of the Peace (JP)
  • Attorney-at-Law
  • Medical Practitioner
  • Army Officer(Major or above)
  • Veterinarian
  • Public Officer (SEG 1 and above)
  • Clerk of Courts
  • Police Officer (Gazetted rank)
  • Principal (primary, secondary or tertiary institutions)
  • High Court Judge
  • Resident Magistrate
  • Credit Union Manager
  • Dental Surgeon
  • Bank Manager
  • Parish Councillor
  • Consular Officer
  • Marriage Officer
  • Commissioner of Oats/Notary Public

For overseas applicants the following persons, who need not be citizens of Jamaica, may certify the applications

  • Justice of the Peace
  • Attorney-at-law
  • Notary Public
  • Medical Doctor
  • Minister of Religion authorized to perform marriages

Overseas applicants may contact the nearest Jamaican Embassy, High Commission or Consulate for other categories of persons who may certify applications and photographs

PLEASE NOTE THAT NO FEES SHOULD BE PAID FOR CERTIFIYING AN APPLICATION (Applicable in Jamaican ONLY)

The Official who certifies the application is also required to certify the reverse side of one photograph of the applicant, with the following inscription above his/her signature:
“I certify that this is a true photograph of —————————————— (insert applicant’s name and note date of
certification) ————————————“.

Note also that no embossed seal should be affixed to photograph
